Labor policies are public policies. Policies are formed to address specific problems, issues and conflicts. Policies are formulated as part of political, economic and social development and/or to facilitate specific strategies towards societal development. Policy administration is the implementation of policies after they have been approved or agreed upon. Effectiveness of policies rely on the efficient implementation or administration of how policies are enforced.

Discrepancies arise when enforcement of policies diverge from the intention, content and spirit of the policy. Problems may emerge when policies lack insight and are ungrounded to actual experiences. As students of labor, workers and professionals, we want to understand, in a systematic and analytical way, how problems and issues emerge during policy decision-making and implementation as they affect the people’s everyday lives.

The course shall analyze selected issues and problems in labor policies and administration (implementation) starting from understanding the processes in policy-making and policy implementation. The course shall utilize analytical tools derived from the general discussion on policy analysis. Relevant issues and problems on labor policy-making and implementation as well as specific cases on industrial policies in the Philippines and abroad shall be discussed.
