IR 220:  Human Resource Development at the National Level

The course covers the concepts, policies and programs on national human resource development and covers topics on education, skills development, youth employment and transition to work, enterprise development and constraints to job creation, global supply chains and standards and rights at work, good governance in the labor market through strengthening social dialogue.   Most of the discussion will focus on the Philippines and other countries in Asia for comparative analysis; and accounts for the impact of the COVID-19 pandemic on the economy and decent work.
